Moi Ali : Salmond, Sturgeon and Swinney's Westminster Trojan Horse Running Scotland
So who is Moi Ali and what power does she wield over Scotland - and how did she get here?
Educated in an English grammar school and then at York University Moi Ali describes herself as a "communications consultant and experienced board member".
This woman worked for the Westminster Government - a member of Cameron's Cabinet Office and working for England's Lord Chancellor and Lord Chief Justice when SNP started appointing her to control Scotland's police, ambulances and education (all in chaos every since). - She is currently working for the Scottish and the Westminster Governments.
The UK privy council has over 600 members for life (and rising) and all members must swear and oath of secrecy regarding all they agree together and swear they will ensure the Queen (and her privy council) keeps ruling all her UK dominions (including Scotland) to be able to become a member for life.
The UK privy council is controlled by the Westminster Cabinet and they tell members what to do - then they "whip" their indivIdual party MP's (fox hunting term to whip stray dogs into line) to force them to do as they say or they are kicked out of the party.
UK Privy council members also get priority to speak in parliament over everyone else - so UK Privy Council views are the ones that dominate while the UK privy council members put on a show of pretending it's all new to them and they are outraged at what the so called opposition (fellow UK privy councillor) is saying - all scripted of course.
So any reasonable person can only presume it is in his capacity as a UK Privy Councillor for life - that Alex Salmond chose to appoint a member of fellow UK Privy Councillor David Cameron's Cabinet Office - Moi Ali - to control all Scotland's police, ambulances and education - and more.
Based on Moi Ali's LinkedIn profile, here is a graphic with a timeline of all the unelected quango boards she has been appointed to by the Westminster Government and Salmond's SNP Government (at the same time)

As you can see she has been appointed to FIVE different unelected positions at the same time she is also on unelected quango boards for the Westminster Government.
Moi Ali still sits in three of these positions- on the board to control all ambulances, on the board to control education and as a governor of Napier University (why UK privy council controls universities).
She was on the Scottish Police Authority board too - from 2010 until February this year. She stood down as right now she is working in her capacity as a board member of Education Scotland - working with John Swinney to, just like police, to strip every single council in Scotland of their control of Scotland's schools and education budget (£4 billion a year)
Swinney announced last week, under cover of the Grenfell Tower fire and the DUP/May fiasco that he is taking all schools out of council control in Scotland. - and bribing headteachers with £120 million - exactly what Michael Gove did - no one accountable for that £120 million is spent.
"Cosla, an umbrella group representing local authorities, said the government had "endeavoured to pull off a conjuring trick by pretending councils still have a role in the delivery of education"."
This ensures Scotland's education system and budget is out of democratic control to match what happened in England.
Ms Ali, from Cameron's cabinet office, on the board of the all Scotland board of the Scottish Ambulance Service has changed how Scotland's ambulance service operates - so it too is run the same way as Ambulance Services in England are run i.e. keep seriously ill emergency patients in the hospital car park to cheat A&E waiting time figures.
People across Scotland now find paramedics turn up at your home first when there is an emergency and you need an ambulance- the ambulance is meant to arrive with them or soon after.
More and more people are finding the ambulances take up to an hour to arrive or don't arrive at all.
In one day a paramedic had to wait for an hour for the ambulance to arrive at the emergency - the next call he made the ambulance did not turn up at all and the patient was deteriorating fast.
After 45 minutes and repeated calls to find out where it was the ambulance control informed him the ambulances were tied up, sitting in hospital car parks with emergency patients on board - to cheat A&E waiting times.
The paramedic with a deteriorating patient had to put the patient in his car and drive the patient to the A&E himself - he was enraged.
Moi Ali thinks emergency patients should be kept in the car park to cover up SNP A&E failures rather than getting the urgent emergency treatment they used to get as this is how the Westminster parliament (she also serves) runs things.
Now we can understand why John Swinney announced this week he is taking all schools out of council control (for Westminster) and bribing headteachers (just like Michael Gove did in England) - as Moi Ali was put in charge of all education in 2010 too (while in David Cameron's cabinet office). Alex Salmond appointed Moi Ali to the unelected government quango Education Scotland.
By taking all schools out of council control, this ensures John Swinney and Moi Ali control Scotland's entire education budget to do with as they please - with this unelected quango to get even more power while stripping 1200 elected councillors of theirs - just like they did with police - so Education Scotland and John Swinney control the entire £4 billion annual budget and how much each school gets.
Who is Moi Ali accountable to - as her complaint yesterday was about the SPA board (she herself was on from 2010 until February this year) lacks openness.
Was Ms Ali open with the people of Scotland that she was also working for Cameron when she was in charge of all Scotland's police? Was she open about the part she played in giving a £60 million contract for a police IT system only for the entire project to be scrapped later? Was she open about what Audit Scotland said about herself and her fellow board members shocking record in office?
In December 2016, for the third year in a row, Audit Scotland slammed her and her fellow board members performance managing £1.1 billion budget in 2015/6 with a report revealing on 22nd December 2016 (just before Moi Ali slinked off weeks later)
"The Scottish Police Authority and Police Scotland continue to suffer from weak financial leadership and considerable budget pressures, the Auditor General has reported today.
This is the third consecutive year that Caroline Gardner, the Auditor General for Scotland, has drawn the Scottish Parliament's attention to substantial issues found during the annual audit of the Scottish Police Authority (SPA).
Inaccurate records and poor financial management led to another challenging annual audit and significant corrections were needed to the SPA's accounts. These issues led to the auditor modifying her opinion on the accounts for a third consecutive year."
And the most damning statement from Audit Scotland was
""The Scottish Police Authority and Police Scotland are among the largest and most important public bodies in the country. It's therefore unacceptable that I've had to report to the Parliament on weak financial leadership and management in all three years of their existence."
So instead of saving money the policy to merge all Scotland's police was just so a Westminster cabinet office member can take over control from Scotland's 1200 elected councillors - resulting in £millions of waste and unacceptable weak financial leadership and management.
So Cameron's stooge gets to control £1.1 billion (in this one unelected quango alone) - showing just how much power Salmond put in this woman's unelected hands which is being abused year after year after year - well she is only a communications consultant and professional quango queen after all.
And it's not just Cameron's Cabinet Office member his fellow UK Privy Council member Salmond appointed to the SPA board as Salmond also appointed Jeane Freeman to the board (as we can see from minutes of an SPA meeting in March 2014 - Jack McConnell's official advisor to New Labour in Scotland (and to McConnell's government).
Jack McConnell is in the UK Privy Council for life with Cameron and Salmond too - with Nicola joining them in December 2014 and Angus Robertson also invited to join in 2015 - the first SNP MP in 40 years to accept a place for life.
Is this why Nicola Sturgeon appointed New Labour advisor Jeane Freeman as her benefits minister when she put on an SNP badge in May 2016 - with New Labour's Freeman then immediately refusing to implement Smith Commission powers to protect the disabled - telling Westminster she was not capable of delivering disability benefits and Westminster should just keep the power until at least 2021 (will that be 2022 now there has been a snap election)?
But for me, the most shocking and disturbing behaviour of this unelected so called Scottish Police Authority is centred around the Clutha Vaults police helicopter crash disaster and the worst sort of disaster capitalism (taking advantage of a disaster for political gain) I have came across.
Less than three months after the Clutha disaster, when a police helicopter fell from the sky into the crowded Clutha Vaults bar in Glasgow, resulting in 10 people losing their lives on 29 November 2013 - the SPA board were asked to consider effectively merging Scotland's police air service into the Westminster government's National Police Air Service (coincidence?)
Cameron's National Police Air Service (NPAS) is a police aviation service that provides centralised air support to the 43 territorial police forces in England and Wales that went operational weeks before the Clutha Disaster.
The report, presented to the SPA board on 26th February 2014, less than 3 months after the Clutha disaster - was presented by Allan MacLeod - the same man minutes of an SPA meeting the following month reveal (regarding HR)
"The Chair commented that the financial numbers and head count numbers provided within the paper were different from the Finance Report submitted by Allan MacLeod (Police Scotland)."
In the report for the SPA board, presented by Allan MacLeod, on 26 Feb 2014 it says
"The National Police Air Service (NPAS) is a Police led partnership that provides air support to ACPO Forces in England and Wales.
NPAS has suggested that Police Scotland should consider joining the partnership which might offer significant savings against indicative costs of running a contracted Air Support Unit in Scotland.
The costs of participating in the NPAS partnership have not yet been finalised due to differences in the budget arrangements between Scotland and England and Wales. While the assets would be based in Scotland, there would be a different process for the deployment of air support.
NPAS Legal Representatives have confirmed that they do not foresee any prohibitive issues with the Scottish Police Authority joining the NPAS partnership. The Scottish Police Authority has not reviewed the legal implications of this partnership yet"
"There is no current experience of legal personnel in handling a contract for the purchase of new or used aircraft."
Have SPA decided to continue to give Bond a new contract for 7 years as a stepping stone to NPAS taking over after that (the same company who operated the helicopter that crashed into the Clutha Bar) with the owner of the Clutha bar condemning the decision where it was reported in March 2016
"THE owner of the Clutha bar where 10 people were killed when a helicopter crashed through its roof has criticised Police Scotland for renewing its contract with the firm that operated the aircraft."
Alan Crossan said the force should have waited until all compensation claims from victims had been settled and after a Fatal Accident Inquiry has been held before renewing its deal.
Police Scotland confirmed a seven-year £17.9 million air support contract with Bond Air Services, the firm that operated the helicopter that crashed into the Clutha in Glasgow on November 29, 2013, had been signed"
“Whilst there was interest from other companies, Bond Air Services was the sole tender.”
SPA giving Bond a contract now so the Westminster Tory's NPAS takes over policing Scotland's skies later - just delay until the anger over the Clutha Disaster dies down - so our ambulances, education and policing of our skies are run the way Westminster wants - nothing in democratic accountable control in Scotland.
As The report goes on to recommend
Members of the Scottish Police Authority are invited to:
(i) Authorise the submission of a further report to the Scottish Government to seek authorisation for the extension to the current contract for the Provision of Air Support Services and Associated Services with Bond Air Services renewed in six monthly periods for up to a period of up to twenty four months at an estimated cost of £2.4 million per annum.
(ii) Subject to obtaining approval from the Scottish Government authorise the negotiation of an extension to the current contract for the Provision of Air Support Services and Associated Services with Bond Air Services to allow full consideration to be given to the options available for the future of air support on Scotland"
So how expensive would it be for Scotland's National Police force, with an annual budget of £1.1 billion in 2015/6 to buy a dedicated Police Helicopter and the National Police Force to operate it themselves?
The report reveals to buy a new helicopter is just £6.3 million and £4.3 million for a used one with a fixed wing aircraft costing just £2 million with an estimated lifespan of approximately 30 years (all figures exclusive of VAT - the Scottish Police being the only police in the UK to pay VAT, thanks to UK privy Councillor Salmond supported by Tory and New Labour MSP's).
So while the Scottish Police Authority board, with Salmond appointing Westminster's stooge Moi Ali and Jack McConnell's official advisor to Scotland's New Labour to his unelected SPA board gave a £60 million contract for an IT system that was never delivered - when we could have bought up to 9 new police helicopters or 30 fixed wing aircraft for that money after the Clutha Disaster.
Instead the SPA buy for time after we were wrongly told it was the dead pilot's fault, to allow Westminster's NPAS to take over - just as Westminster policy is being applied by Ms Ali for ambulances and education for all Scotland too?
So much for devolution and SNP claims they don't do deals with Tories - when Salmond as a member of the UK privy council for life did a deal with Cameron to place his Cabinet member in control of our ambulances, education and police via unelected quangos - so Westminster policy is applied - just by appointing a member of his cabinet office to unelected boards that control all Scotland.
Let's play a game of spot the difference to understand how Blair's trojan horse parliament has always been Westminster's minion from the start. A five party to corruption alliance of mainly "ancient" university educated MSPs (UK privy council recruits them at university before we even know their name) - to join parties and orchestrate the corruption together - why no opposition party warns the nation what is really going on.
When I was a member of the Scottish Greens briefly - not only myself but another party member told stop exposing what SNP is really doing - both of us left the party to corruption - a lesson learned - they are indeed all in it together.
When all five Scottish political parties in power collude together to dismantle Scotland's entire democracy - all hoping for seats on quango boards, charity boards, corporate boards - and/or a seat in the Lords or the ultimate prize a seat in the UK privy council for life for corrupt services rendered - it is treason and nothing less - as these parties are all party to a UK Privy Council plot against democracy - far far more serious than the gun powder plot - the traitors within the parliaments themselves.
Salmond, Sturgeon and Swinney, and all their MSP's working with Better Together and Greens - five parties to corruption - all together making a mockery of devolution and independence and every person in Scotland together - even politically grooming 16 and 17 years to vote for them - to really rub salt in the wound as they all implement Westminster policy together - with no one to warn the nation what is really going on - all with the assistance and support of Ms Ali - Cameron and May's Quango Queen of Scotland.
